On Sunday, March 1, 2020, U.S. District Judge Randolph Moss ruled that Donald Trump's June 2019 appointment of anti-immigration hard-liner Ken Cuccinelli as acting U.S. Citizenship and Immigration Services (USCIS) director violated the Federal Vacancies Reform Act (FVRA). Why? Because he was never a subordinate, always a principal of USCIS, a department under U.S. Health and Human Services (HHS).

Who cares?
Immigrants care.
Patriots care.

Constitutionalists care.
Believers in the rule of law care.
Cuccinelli's 'official' hateful anti-immigration act--abbreviated asylum hearings--is null and void.
Trump's appointment violated the FVRA, according to district court Judge Moss.
Like elections, ultra-vires acts have consequences.

Maybe Trump is not above the law.
